ChatGPT Enterprise vs Claude Enterprise: How to Choose

ChatGPT Enterprise vs Claude Enterprise: how to choose

Your leadership team has agreed to roll out AI across the company. Now someone has to pick the tool, and the choice is usually ChatGPT Enterprise vs Claude Enterprise. Both are good. They differ in how they are priced, where your data can be stored, and how you control them. This guide compares the two on the points a buyer has to decide, using the vendors’ own pages.

We work with both, so this is not a ranking. All product facts were checked on the vendors’ pages on 5 October 2026. Prices and features change often, so follow the links before you sign.

Key takeaways

  • Both vendors sell a smaller plan with a price per user and a larger plan for central control: ChatGPT Business and Enterprise, Claude Team and Enterprise.
  • The pricing models differ. ChatGPT Enterprise has custom pricing through sales.[1] Claude Enterprise costs US$20 per seat per month plus usage.[4]
  • On data location they differ too. OpenAI lists data residency in ten regions, including the EU, for eligible content and supported set-ups.[1][12] Anthropic says data for its own Claude apps “is stored in the US”.[6] This is a summary of public pages, not legal advice.
  • Neither trains its models on your business data by default.
  • Choose by the work your teams do and by your rules for data, not by a benchmark (a standard test that scores AI models). You can also run both.

ChatGPT Enterprise vs Claude Enterprise: the short answer

ChatGPT Enterprise is OpenAI’s plan for large organisations. Claude Enterprise is Anthropic’s. Both give every employee an AI assistant on the web, the desktop and the phone, and both give IT central control over accounts, access and data.

For most mid-sized companies, three questions decide the choice:

  1. Where must your data be stored and processed? If you have rules on this, check them first.
  2. How do you want to pay? Custom pricing through sales, or a fee per seat plus usage. A seat is one user account.
  3. What will your teams do with it? The answer is best found in a short pilot, a test with a few real teams, with both tools, not on a feature list.

The plans and prices, side by side

Two notes on the table. First, OpenAI shows local prices: from Switzerland, the same Business plan is listed at CHF 15 per user per month on annual billing.[1] The US dollar figures come from OpenAI’s documentation.[3] Second, the smaller plans look almost the same. The real differences are in the Enterprise plans.

For the details of the Claude side, see our guide to Claude Enterprise pricing.

How the two Enterprise plans differ

1. The pricing model

OpenAI does not publish a price for ChatGPT Enterprise. The page says “Contact sales” and “Custom pricing”, and adds that “credit-based pricing and token-based pricing are available for Enterprise plans”.[1] So the price comes from OpenAI’s sales team.

Anthropic publishes its price: US$20 per seat per month, billed annually, with a minimum of 20 seats.[4] That fee covers access only. In Anthropic’s words, “every token your team consumes is billed separately at standard API rates”.[5] A token is a small piece of text, the unit AI use is measured in. API rates are the prices Anthropic charges developers per token.

Neither model is cheaper by nature. With custom pricing, you learn the price and its terms from sales. A seat fee plus usage follows what people really do, and needs spend limits from day one.

2. Where your data is stored

This is the clearest difference on the public pages, and for a European company it can decide the question.

OpenAI lists “data residency in US, EU, UK, JP, CA, KR, SG, IN, AU, UAE” for ChatGPT Enterprise.[1] Data residency means your stored data is kept in a region you choose. OpenAI’s documentation adds a limit: data residency and inference residency (where the processing happens) “cover only eligible content and supported workloads, regions, and configurations”.[12] So ask which of your uses are covered.

Anthropic’s privacy centre says, for its own apps: “Note that data is stored in the US.”[6] On processing, the same page says: “By default, we may route customer traffic to select countries in the US, Europe, Asia and Australia, unless otherwise agreed upon or at your instructions.”[6] For Europe, Anthropic also points to country-specific deployment through cloud platforms such as AWS Bedrock and Google Cloud Vertex AI.[7] That is a different way to buy Claude, through your cloud provider, and it is not the same product as the Claude Enterprise app.

This section is a summary of public pages and not legal advice. If data location matters to you, ask both vendors in writing and involve your lawyer.

3. Training and security

On training, the two say the same thing. OpenAI: “By default, we do not use your business data for training our models.”[2] Anthropic: “By default, we will not use your inputs or outputs from our commercial products […] to train our models.”[8]

Both hold a SOC 2 Type 2 report, an independent audit of security controls over a period of time, and ISO 27001 certification. OpenAI also lists ISO 27017, 27018 and 27701.[1] Both also list ISO/IEC 42001, the standard for AI management systems.[9][11] Both Enterprise plans include single sign-on, automatic user set-up, role-based access and your own data retention rules.

4. Agents and coding

Both products now do more than chat. Each has an agent for longer tasks and a tool for software work.

Product names as the vendors use them on 5 October 2026. Names change often, and some features are in preview or not on every plan.
OpenAI Anthropic
The assistant ChatGPT Claude
Longer tasks, done for you ChatGPT Work, workspace agents[1] Claude. Team and Enterprise plans still show the name Cowork[5]
Software work Codex Claude Code

Saved ways of working Plugins, skills[1] Skills[13]

We do not rank the two on quality. The models change every few months, and a benchmark score from last quarter says little about next quarter. What stays the same is the work your teams do.

Our view: the choice of tool matters less than three things around it. Are the rules set? Is the tool connected to the systems where the work happens? Are people trained on their own tasks? For example, a sales team with a well-connected assistant and weekly practice will get more from either product than a team with the “better” model and no connection to its CRM. This is our opinion, not a measured result.

How to choose: by the work, not by a benchmark

Four steps to choose between ChatGPT Enterprise and Claude Enterprise: data rules, a pilot with both, the bill, then decide
  1. Start with your rules for data. If you have rules on where data is stored or processed, that question comes before every other. Get each vendor’s answer in writing, and involve your lawyer.
  2. Run a pilot with both. Take two or three teams and real tasks: the customer brief, the weekly report, the contract review. Four weeks tell you more than any feature list.
  3. Look at the bill you can live with. Custom pricing through sales, or a seat fee plus usage with limits.
  4. Then decide, and keep the option open. A company can have one main tool and use the other for one or two teams.

The market is split. In the Ramp AI Index for August 2026, 43.8% of US businesses on Ramp’s platform paid for Anthropic and 39.8% paid for OpenAI.[10] That data covers Ramp’s own customers in the United States, so treat it as an indication. In this sample the two are close.

Running both on one set of rules

The tool is the part that changes. The rules should not. If Legal, IT and Security decide once which data may go into AI, what an agent may do and who approves it, those rules apply to ChatGPT and to Claude alike. When a better model arrives, you change the tool and keep the rules. That is how we build it.

Our guide to an AI governance framework for mid-sized companies puts those rules on one page. And whichever tool you choose, the rollout is the same work: first teams, rules, connected systems, repeat work built once, weekly practice. See how we run it.

An example from PromptPartner’s own work: at a European software company above €100 million in annual recurring revenue, we shipped five working tools into the systems the team already used. One of them turns a week of work on sales material into minutes. Read the case study.

Frequently asked questions

Is Claude better than ChatGPT for business?

Neither is better in general. The models change every few months. For a business, the differences that last are the pricing model, where data is stored and the admin controls. Test both on your own tasks before you decide.

How much does ChatGPT Enterprise cost?

OpenAI does not publish a price. The pricing page says “Contact sales” and “Custom pricing”. The smaller ChatGPT Business plan was listed at US$20 per user per month on annual billing in OpenAI’s documentation on 5 October 2026. Local prices differ.

How much does Claude Enterprise cost?

US$20 per seat per month, billed annually, with a minimum of 20 seats. Usage is billed separately at API rates. Prices are before tax and were checked on 5 October 2026.

Can ChatGPT Enterprise or Claude Enterprise store data in the EU?

OpenAI lists data residency in ten regions, including the EU, for ChatGPT Enterprise. Its documentation adds that this covers only eligible content and supported set-ups. Anthropic states that data for its own Claude apps is stored in the US. It points to European deployment through a cloud provider such as AWS Bedrock or Google Cloud Vertex AI, not through the Claude Enterprise app. This is not legal advice. Confirm the details with each vendor in writing.

Do OpenAI and Anthropic train on our business data?

Not by default. Both vendors state on their privacy pages that they do not use business data to train their models by default.

What is the difference between Claude and Claude Enterprise?

Claude is the assistant. Claude Enterprise is the plan for organisations. It adds central control: spend limits, role-based access, automatic user set-up, audit logs and your own data retention rules.
